Detective Tom Doyle was a racist cop and a former patrol officer. He was first seen pulling over Kevin Atwater and Daryl Ingram. A situation went sideways when he got a call-in about a robbery caused by a black and he profiled both Ingram and Atwater. As he ordered Ingram to get on his knees multiple times, he refused and wound up getting shot after attempting to reach for the officers weapon. Later, he learned that Atwater was an undercover cop. Kevin clarified that he backed up Doyle for the shooting, but beat the hell out of him for the racial profiling and the gun to the head. They made amends later while taking down Skinheads during an arms deal. While riding with Atwater, he racially profiled another black man carrying a black duffel bag, assuming it was a drug deal, and pursued him into a building without probable cause where shots were fired. Atwater rushed into the building to find Doyle dead as well as the man with duffel bag, apparently consisting of sneakers, and seen another person fleeing. Doyle's racial profiling eventually caught up to him and ended that night. He was well respected in the CPD and even had a score of siblings on the force as well as friends. As soon as Atwater told the truth about why he got killed, Doyle's family and friend put a target on Atwater's back.
