Moe Hubbard is a career criminal and gangster who orchestrated the murder of his rival Anthony Wiggins and his former subordinate Lewis Dotson.
Background[]
A notorious gangster, he was very infamous in the 90's and had a history of arrests including, drug dealing and homicide. However, he always evaded imprisonment because the charges were unable to stick. He also made a good image for himself in the eyes of the public, by opening a recording studio to help young men find their true talents. In reality, he recruited young thugs into his gang, while training their potential to be ruthless and instilling fear if they were to disobey.
Two days before the start of the episode, Hubbard was confronted by former rival Anthony Wiggins who reformed while incarcerated. Higgins told Hubbard that he was nothing but a monster who preyed on the vulnerability of young black men and ruining them by making them like him. This led to a heated argument between them that was witnessed by his gang and others, with someone recording it and posting it on social media. Feeling disrespected, Hubbard sent young gangsters Eric Boyle and Lewis Dotson after Wiggins.

Eric and Lewis found Wiggins at a drive-thru, where they opened fire on him and though some of their bullets hit innocent bystanders, they got their target and fled. Intelligence ran Wiggins' history and discovered how he redeemed himself after release, before discovering Hubbard and seeing the confrontation between him and Wiggins.
He is physically seen when his studio is visited by police, he claims no knowledge of Wiggins' death and claims that with the latter's occupation as interventionist brought that fate on him. He also gives an alibi for the murder, being at the studio at the time and giving the tapes to prove it. However, Officer Kevin Atwater suspected he was lying and that it was speculated that while he didn't commit it, he could have it passed off to one of his goons.
With the gun that Lewis tossed, Intelligence proceeded to raid his studio. Hubbard was confronted by the cops and after they confirmed they have a warrant for his arrest, he surrenders without protest and is brought in.
In the interrogation room, he refuses to talk and tells Atwater and Voight that he isn't a fool who will slip up and incriminate himself. Hubbard tells them that they can bluff about Eric but they still have nothing on him. However, Voight becomes amused and tells him that they actually have something and leaves Atwater to explain it to the confused Hubbard. Atwater reveals they recovered Lewis' gun and after a comparison to the one Eric had tossed, they discover partial fingerprints on the muzzles that were a match to Hubbard's. Hearing that, Hubbard was dismayed to be exposed while the amused Kevin sarcastically wished him luck at Stateville Prison and left him sitting there.
He was ultimately incarcerated for double murder facilitation, looking at life in prison.
