Frank Matson was the infamous serial killer who went on a killing spree of several people by torturing them and throwing them in barrels. He was portrayed by Dennis Flanagan.

Years ago, he married Suzanne and they had a daughter. One day, he spoke with his cousin-in-law about his time in the army (unaware that he was merely a reserve) and this talk sparked a psychotic interest in torture and murder. Matson would later abduct several people, he held them at a secluded place and torture them by stabbing them repeatedly and forcing them to call someone they love.
He never told his family of his actions and they considered him a good man, unaware he used his position as a lockup officer at the Chicago Police Department to stake out his victims.

Holding the Sergeant hostage, Matson told Voight the reason for his crimes and how it left him feeling empty, despite having a family and friends. He explains that he drugged Voight at the bar and stalked him home, while awaiting for the drug to take effect and proceeded to take him to a secluded spot. Matson handed Voight a phone and told him to make one last call to someone he loves, leaving him alone to do so.
When he returns, he is informed Voight didn't make the call and is simply drawing time for his unit to locate him. Matson revealed he expected this and that through his spying on Intelligence he took the most interest in him, as he lost his family and best friend but continued on. Matson even wondered who he loved until he witnessed his closeness with Hailey
After chasing Hailey, Matson makes it to the room where Voight is and is slammed with the door by Hailey and is disarmed by her. Matson retaliates in the struggle by getting his gun back and shooting Hailey in the side. Enraged, Voight musters up all his strength to overpower Matson and gouged both his eyes before bashing his head into the ground repeatedly until he is dead. Voight would have continued had Hailey not stopped him.
Intelligence soon locate Voight and Hailey who are hospitalized for their injuries. The unit also updates his victim's families of his death, bringing them closure.
