History[]
He first appeared in Different Mistakes, where Stillwell "ambushes" Voight in the street. Stillwell introduces himself to Voight as his new IA Handler. Voight is upset because he doesn't like how Stillwell "ambushed" him in the street. Stillwell states how "words like ambush get things started off on the wrong foot" and also says how he wanted to start a "partnership" with Voight. Stillwell then brings up Maurice Owens and states how Grasdishar's notes said that Owens would have been arrested by now but isn't and Voight explains why he hasn't yet. Stillwell then says how he needs "more than lip service". As Voight leaves Stillwell repeats the word "Partnership".
When Voight and the team return to the district after arresting Jimmy Shi's vice squad, Detective Mia Sumner is sitting in the empty desk. Voight asks her "how may I help you" and she states that she was assigned to Intelligence. Voight states how he chooses his own team then walks into his office where the phone is ringing. He picks it up tells Stillwell that he has to call him later. Stillwell asks if Voight has met Detective Sumner and explains her background and how he organized her transfer to Intelligence. Voight is reluctant and tells Stillwell that they are going to need to "have another face to face". Stillwell states how he is looking forward to it and that he " is in the office next to Gradishar's... or where she used to be but that it is a bit bigger"
Later that day at night, Voight goes to see Maurice Owens privately. After they talk Owens hands a stack of cash to Voight, as this happens, blue lights are seen approaching and Stillwell is seen getting out of an undercover car. Owens is arrested for bribery and Voight is arrested as well. As Stillwell takes Voight's gun out of his holster before putting him in the car, Voight says "What are you doing?" Stillwell responds with "you're finished" and puts him in the car.
During A Material Witness, Stillwell walks into the interrogation room where Voight is being held. He apologizes to Voight as the cuffs are still on him and take them off. Stillwell says that they have Maurice Owens. However, Voight points out that if he had waited a little bit longer than they would have had way more charges on him. Stillwell tells Voight that it was the right time which Voight agrees with as Stillwell is the boss, but Voight tells Stillwell that he would soon be replaced. Stillwell asks Voight how Summer is fitting inside the intelligence unit. Voight tells Stillwell that he should ask her that himself, but he assures Voight that Summer is not working for him and that she is just his friend. He then asks Voight about Jay Halstead the restraining order that the Rodiger filed against him. Voight tells Stillwell that he does not go after cops, but Stillwell tells him that rule has changed. Stillwell then tells Voight about this new diet that he has to follow forever. He compares his new diet to their relationship and that it lasts forever unit he dies. Voight asks him about what happens if Stillwell dies first from this diet. Stillwell tells Voight that he does what he is told or else he has his badge taken away and goes back to prison, giving him five minutes to decided.
Stillwell calls Voight and asks him he talked to Halstead yet. However, Voight tells Stillwell that he is busy and ends the call
Voight heads to the crime scene of Lonnie Rodiger's body where Stillwell is already there. He tells Voight that he thought he told him to keep an eye on Halstead. He tells Voight that he hopes Halstead has a good alibi. As Voight leaves Stillwell makes a phone call.
In At Least It's Justice, Jay Halstead is in Stillwell's office. He shows Halstead the pictures of him in his car stalking Lonnie the night he was killed. Halstead tells Stillwell that he is going to leave. Stillwell tells Halstead that he thought he was smarter than that. He tells Halstead to give a formal statement to IAD. Halstead says that the only evidence against him is pictures of him driving and then walks out of Stillwell's office.
In Turn the Light Off, Stillwell appears just as the intelligence unit find the 8 million dollars stolen from the bank. Suspicion falls on Summer as Voight looks at her. Voight has everyone to leave as he and Stillwell talk alone. Voight tells Stillwell to count the money as he grads a stack of cash. Voight tells Stillwell that the banks are insured to every penny. Voight reminds Stillwell that he told him that this was going to be a partnership. He tells him that there are many types of partnerships. Stillwell puts the stack of cash back and tells Voight to voucher it and then walks off.
In My Way, Edwin informs Voight that he needs to do better for the IA trying to get Voight to investigate a corrupt cop but Voight refuses this, as is his terms were to never go after other cops. Later on, Edwin meets Mia who is revealed to be his lover. Mia confides in him that her sergeant doesn’t trust her and voices her insecurities about the relationship, despite Edwin pleading to her. Edwin later meets with Voight it makes terms about a 25% of the money that he claims off the streets. Edwin is about to threaten him, but Voight tells him that he got the message.
Stillwell is in a cafe and is later joined by Sheldon Jin who is revealed to be working as a mole for Stillwell. Stillwell tells Jin that he is doing great and that he just needs more on Voight in a comprehensive report. He then asks Jin how his father is doing, and Jin tells him that he is doing much better and then leaves.
In The Docks, Stillwell meets Jin in the same cafe and asks what he has. Jin tells Stillwell that he was able to download Voights reports and emails on his computer and then slides him a flash drive. Stillwell demands Jin to get more or else his father will pay the price. After that he gives Jin the flash drive and then leaves.
In A Beautiful Friendship, Stillwell goes to Voight and wants to know when he will get his cut. Voight tells him to just wait. Stillwell tries to remind Voight of the threats he made, but Voight finishes his sentence. Voight then tells Stillwell tells Stillwell about his own threats and just tells him to be patient.
Jin goes to Stillwell and tells him that Erin Lindsay asked him for blueprints to a jewelry market. However, Stillwell tells Jin that he needs more details, or else Impregnation will get involved with his father. Stillwell drives away in his car as Jin walks. However, Jin then runs face-to-face with Voight.
After some violent integration at the Silos Jin tells Voight that Stillwell found out that his dad owed money to an underground casino and used it against him
Stillwell and Voight meet in the night and gives him an envelope with 5,000$ inside of it which was 10% of what he took off the street.
Voight then goes back to the Silos which is now a crime scene with Jin as the victim lying dead, with Stillwell their too. Both Voight and Stillwell stare each other down.
In Call It Macaroni, Voight attends a meeting and is asked if he had anything to do with Sheldon Jin's death. Before, Voight leaves Stillwell tells Voight to stay reachable.
Voight goes to Stillwell and shows him all the proof he needs to have him arrested for Jin's murder. However, Stillwell tells Voight that he does then he will drag him down with him. He tells him to just let Jin's murder go unsolved as another man who got in over his head in Chicago. After Voight meets Jin's parents, he knows what to do.
Edwin Stillwell’s later seen on a date before he is arrested for the murder of Sheldon Jin with a satisfied Voight watching from afar.
