Carl Dougherty was a former police officer-in-training who would start a murder spree with the goal of killing police officers after he was fired. He is portrayed by Dave Thomas Brown.

Background[]

Carl lived his entire childhood with his father, Mark Dougherty and his mother, Cathy. His father Mark would be killed in the line of duty, and after his father's death, he and his mother moved. Having been close with his father, Carl would try to follow in the footsteps of his father, but he would be expelled from the Academy for erratic behavior; this happened because Carl suffered from a delusional disorder. Before the events of the episode, he would ask his mother to live alone for a few months in a rented house, where he would live with a roommate, Martin Fuller.

At some point before the episode, he would kill Fuller with a shot to the head, thus beginning his killing spree.

A Shot Heard Around the World[]

At the beginning of the episode, he sees how two patrolmen respond to the call of the allegedly armed man in a hotel, so he positions himself on the balcony of one of the rooms and shoots one of the patrolmen in the neck with an AR15 rifle and then escapes in a van with a stolen license plate. He then abandons the van on a street, waiting on the top floor of a building with his rifle for the right moment. After the police finally arrive on the scene, he activates a communicator jammer that manages to disable the radios of the police to prevent back-up from coming. When the officers realize that their radios were not working, police officer Riley is shot in the head, with the others realizing that the shot came from the rooftop, the officers start shooting in that direction. Dougherty shoots back, then stops shooting and goes down the building and escapes on foot. Having no response, the officers realize that the culprit must have been an ex-cop, leading Dougherty to be identified, allowing the cops to break into the house that he was renting, where they locate the body of his roommate.

While searching the house, they discover a room that contains maps, photos, newspaper clippings, and his diaries, describing his escape routes and several construction plans. Much later, Dougherty goes to his childhood house, which is soon surrounded by the police, Sgt. Hank Voight calls Dougherty, who tells him that he has hostages inside the house. Dougherty demands a hostage negotiator, Hank tells him that everyone was leaving, buying time, Erin Lindsay approaches from the back entrance of the house, Erin Lindsay manages to see the hostage tied and gagged, in addition to seeing how practically the entire house was full of explosives, there Hank realizes that Carl wanted to bring as many officers as possible to kill them with the explosion, seeing that Carl had no intention of freeing the hostages, Hank Voight gives Alvin Olinsky permission to shoot him, killing him instantly and allowing the hostages to be rescued and the explosives disarmed.
